The latest beta version does not include the VS 2013 version of the engine. Is there a way to get this?

No, Visual Studio 2013 support is not abandoned.
As descriped in the blog post here, the download package only contains libs for the latest Visual Studio version. We provide libs for other VS versions in a separate package if needed.
We will upload libs for VS2013 today and share the link.
